Irwin Feller
Irwin Feller is director of the Institute for Policy Research and Evaluation (IPRE) and professor of economics at The Pennsylvania State University (Penn State), where he has been on the faculty since 1963.

Irwin Feller is Professor Emeritus, Economics and former Director, Institute for Policy Research and Evaluation, Pennsylvania State University, and Visiting Scientist, American Association for the Advancement of Science. His research interests include the economics
of R&D and technological innovation, the diffusion of innovations, the university's role in technology‐based economic development, performance measurement systems, and the evaluation of federal and state technology programs. He was project director of the U.S.
Department of Agriculture funded study, The Agricultural Technology Delivery System, as well as the author of numerous refereed journal articles, final research reports, book chapters, and reviews. He has served as a consultant to the President's Office of Science and Technology Policy, National Aeronautics and Space Administration, the Carnegie Commission on Science, Technology, and Government, Technopolis, Ford Foundation, National Science Foundation, National Institute of Standards and Technology, COSMOS Corporation, SRI International, Abt, and the U.S. Departments of Education and Energy, among others.
